Wrong answer KKF. If she is the owner of the jewelry that is more than 7 1/2 tola gold, then she is sahib-e-nisab and she is responsible for the zakat. If she cannot afford it then she can sell a bit of it to bring it under the nisab. **Alternatively, she can gift the jewelry to her kids who are non-baaligh. In that case, she can still use the jewelry but she is not the owner so no zakat. **

at the end, if husband pays then its a favor, not an obligation on him.
