she is primarily responsible but her husband is also responsible if he potentially to drive gain/benefit from her asset.** If she has her own income and/or asset, she is responsible BUT if she doesn't have any income and or asset and since the jewelry was gifted from parents at the time of marriage then the hsuband is responsible...***if NOT, then better to dispose off the asset.*

Wrong answer KKF. If she is the owner of the jewelry that is more than 7 1/2 tola gold, then she is sahib-e-nisab and she is responsible for the zakat. If she cannot afford it then she can sell a bit of it to bring it under the nisab. Alternatively, she can gift the jewelry to her kids who are non-baaligh. In that case, she can still use the jewelry but she is not the owner so no zakat.
at the end, if husband pays then its a favor, not an obligation on him.

Because the wife is in the 'milkiyat' of the husband .. and if the wife does not have her own earnings... then its the responsibility. however, if the wife is feeling generous on the day .. (like this would happen :p) she is allowed to say to her husband that cos she has her own earnings even though the husband is responsible .. she can pay zakat on her jewelry and on all her other assets that become zakat eligible i.e. sona chaandi, money etc..

**i guess you did NOT read my answer correctly...indeed, she is the owner and responsible. what i said that if the husband drives benefit from that asset then he is responsible...for instance if they both decide to give it to their children at their wedding then at that point they both become owners and responsible.
as i said in my post, if the wife is unable to pay zakaat, it's best to dispose off the assets.
btw, transfering the asset to a naa-baaliGh with intention to avoid paying zakaat is in itself against the spirit of Islamic Laws governing zakaat...niyat ka bahot baRaa daKhl hai Islam meN...agar niyat meN khoT hai to koi 'ibaadat qubool nahiiN hotii.**

i heard you dont have to pay zakat for if your gold is 7.5 tolla or less
my question is ..if i have 20 tolla gold then do i have to pay the zakat for 20 tolla or just for 12.5 (20-7.5)

All of it. Zakat is on all the savings you have after one year, so if you have 20 tolla gold then you pay zakaat on all 20 tollas.
