Salam all,
I know a couple who has some debt to pay. However, when they got married the wife was given jewellery. Not a tremendous amount of jewellery.
Will Zakat be applicable to them?

They are required to pay the debt first. That money obviously belongs to debtor.
Then calculate if they are 'saahib e Nisaab' to whom zakaat is obligated.

Debt was on husband or wife? zakaat nisaab will be calculated for both of them separately.

That’s probably a difficult question. I’d say maybe husband as the debt was taken out to buy a pay for an advance on a house..
