Oops, I misunderstood your question! Thanks for elaborating on what you mean, but I disagree with your analogy. We don’t stop on red light because of fear of cops, we stop because it’s the right thing to do.
Religious people do not perform better deeds than non-religious people who don’t fear God. I know many non-religious people that have done lots of good deeds. Religion or no religion, people do good deeds regardless.
