Well, the answer to this is, that God meant to populate the earth, then when after a certain amount of population had been done, the command for marriage came...
The concept of marriage in Ibrahimi faiths came a lot lot later...

Considering Adam and Eve the first human beings living some place in heavens makes the life of literalists very hard.
Anyway, PD bhaijaan, in my belief, Adam and Eve were not the first human beings but the first to accept God. Adam's Sharia is believed to include few basic things; Belief in God, marriage or public announcement of matrimonies and community living/peace.

He gave them the rank of being husband and wife for such laws were to come after human population were to become more than two. This is why, Habeel and Qabeel (their sons) were bound to marry their sisters [The older brother marrying the youngest most and the younger one to marry the elder to the younger]… Later, it was needed to change and hence the Sharia of Noah, Ibraheem, Moosa Alayehimus salaam.

if u read books printed by our molvis (those few of them who can actually read/write) u will learn that they were indeed married with angels as the witnesses and Adam (as) also gave something as mehr which i do not recall now....
i think it was reading of the kalimah or smoething....
ofcourse i regard this story as nothing but a fairytale....
the institution of marriage was introduced much later....

Get a life, you need one!
God created his creation and he knows how to spread them and what laws need to be implemented when. And thats for Humans only, since we are designed to live in a society and there has to be law as per requirements and circumtances. So if you are one, use the thing (brain, which distinguishes you from other species) and think of the requirements of the early times and the introduction of marriage, incest and family structure.
