Is it possible that, for your yahoo mail account, you can put someone’s id on block that, if that person sends you emails, even before those emails get delivered to your inbox, they get auto-deleted?

Yes, you can mark their ID as a SPAM ID. I don't think u can block block as such.
Select Options>Mail Options
Then select "Spam" and then type or copy/paste the email address of the person you want to block in the "Add a blocked address" area.
Add, then Save Changes.

Blocking an email Id means - Any email send via blocked ID , gets auto-deleted ! for doing that you can follow the process descried by Niksik ..

So, would the sender come to know that the email hasn't got delivered, like he/she will get a mail delivery failure email?
