The sad reality is that to be at a junior level but getting higher exposure and experience is only good for the next role,** in itself it is okay short term but more than 9-18 months max, it’s time to walk and go to a place which will reward you appropriately for your skills and contribution.**

I agree with you this is exact plan, she is even told by her boss that she should move on after a year or two to get now experience. And at her new job she would be able to cash all these.
