I know China is not a good example, but if you look at almost a homogeneous set of people living peacefully without issues it is not just the fear of the army that is keeping the people from fighting with each other. With religion comes an artificial sense of superiority. Let us take the example of the caste system in India or the shia sunni fight that happens in Pakistan. Just because you belong to a sect, it makes you feel superior to the rest of the people which is wrong.
It is not the government that makes the place a hell. It is the people themselves.
