"State" is being described not the general population. Pakistan has its blasphemy laws, China certainly has some serious problem with religion, Saudi Arabia well least said better. India has 150million practicing Muslims with their own family laws, India is a "secular" state as per their constitution, thus separation of state and religion. What happens by the act of its people which also includes state functionaries cannot be considered "state" sanctioned policies, cause it has no official bearing. Unfortunately for Pakistan, our blasphemy laws are part of the government and have yet to be questioned or changed by the elected representatives.
