The world social forum is essentially a challenge to the world economic forum. A bunch of book worms gather at a conference and push social reform. As a result, it tilts towards issues such as poverty - hence the poor you see.
2006 involved three events, all months apart. The most publicized one, happened to be in Venezuela, a conference I was involved in. Note, that these are not typically sponsored by any country. In the case of Venezuela’s, the country did in fact sponsor the event.
While it may be an awesome exotic escape for liberal intellects, the world social forum has done very little to accomplish anything.
