can someone direct me the right way to read witr namaz , is it supose to be read after tarawees or before

Yes after taraweeh ... Taraweeh is an extension of the Isha prayer ... Whereas qiyaam ul layl is the tahujjad prayer before Fajr ....
Taraweeh prayed before sleep and tahujjad after ...

Witr namaaz as 'Ba-jamaat' is offered after traveeh.

it is also done by some at tahajjud time...for those who fear to sleep in and miss tahajjud, it's better for them to do after 'ishaa~. i've heard people say, "for witr prayer, the later the better" [not recommended if you fear to miss it altogether in case you sleep in and miss the time slot which is after awwal ishaa~ and before end of tahajjud time which is just a few minutes before dawn (end of saHoor)]
