Generally speaking, they never stop working. The minute an RC becomes a rumor, you should know they already have it’s successor in the test lab too. Between release of RTM/Retail and the new one becoming a rumor gives them enough time to test, retest, tweak, retweak and churn out another software.
You know that saying “The minute you walk out of the store with your PC, it’s already outdated” 
I guess we will be saying the same about Operating Systems in the near future.
