my computer wont startup, got no idea what happened to it!
we turn it on, normal screens come up, loading ur persnal settings and after that a grey striped screen comes up! then it restarts itself after a bit n the same thing comes up!
it does start up in the safe mode;

I guess from 'Windows reinstall' you mean you installed from scratch with a clean partition. If that didn't work then it could be a hardware issue; either your hard disk has got bad sectors or your RAM has some glitch that does not allow complete Windows loading.
Try to play around with your RAM sticks. I.e. if you have more than one or borrow one from someone else, take out one stick and run with other and vice versa.
Instead of running disk defrag in safe mode, run 'Scan disk' for bad sectors.
It won't allow you to format C drive while you are in safe mode. It's something like cutting the same branch of tree where u r sitting.
*IF formatting hard dive is not any issue for you (i mean if you have got all your backups) then you will need to
- boot from a bootable CD
- remove the C partition.
- create new partition and format it. [it is better to create another partition for your 'Data' so that next time you don't have to worry if u need to format Windows drive only]
Reinstall you Windows.
Note: Make sure all your drivers are handy, or atleast the Network or Modem drivers so that you could connect to Internet and download the ones you don't have.
If you have all your data on D:\ drive then simply format your C:\ drive and reinstall your windows. Then only the data which were in your personal folders like MyDocuments etc. will be erased provided it was being stored in C:. Mostly it's stored in the same drive as the O.S
i already have a partition C and D drives; all my data is in D drive!

oh! I thought you have Windows 2000 CD, which is normally bootable.
And yes, it is possible to format C drive without affecting your D drive. The key point is you got to be "out of ur C" drive in order to format it. One way is through a bootable CD (ideally of your Windows 2000 or XP), and other a bootable floppy (or floppies - depending on how u wanna fomat it, FAT or NTFS).
But the simple way for you is to get/borrow your Windows CD and do it from that. I don't feel you have much experience of this stuff (apologise for saying like that - don't mean to make fun at all) so better get someone else (friend/family member) with you to help you. I don't want to drag you into more troubles specially with this cold-line customer support.
If your system was working fine previously, then it might be a recently installed device driver causing the reboots. Have you recently installed a new hardware, software or upgraded any drivers? It certainly is not a case of failed hard disk or RAM failure as you are able to boot in SAFE mode. Reinstalling OS should be the last thing on your menu.
Thats one of the reasons I dont like Windows.. I would suggest you move to Linux. I guess your problem is because the installation wasn't clean. Try re-instaling minus formatting the data. Windows 2K doesnt have specific issue with display driver- boots atleast for 800X600 installation. Try Safe-mode minus networking so that all drivers get initialized and saved in NVRAM prior to the next reboot

i do have a cd with windows in it but its not bootable as not original!
