Winamp Skins - Something which I produced and need help

I came across this software skinner and tried to make a skin for my winamp. After I tried to save the work it didn’t let me save the equalizer and the song info sections. Then I thought why don’t I just post it for you ppl. Could any1 tell me any freeware to make winamp skins.

I think that pic belongs to Anne Geddes collection. Do you have permission to modify or reuse her picture.
