Because military/power base was concentrated in former West Pakistan's Punjab. Power brokers of the time continued colonial ways of rule copied from their original colonial masters, the Britishers.

The Cheif Marshal- Law Admin. Gen Yahya was from NWFP, his fav. pal Zulfiqar Ali Bhutoo was sindhi, who mesmerised common man of West Pakistan by promising them < ROTI-KAPRA-MAKAN> , what Punjab has to do with all this. let me remind you, Ayoub Khan ( the president of pakistan 10 years) was from NWFP.
All the major players in this was non-punabies, and u influenced by the propoganda, is still saying that it is Punajbs fault. please do not make baseless accusition.
It is strange that, if a leader from Sindh do something, it is his name only, and if the leader from punjab do something, the province in blammed for this, can anyone or u tell me why? It is this poison of ethinic differences which took our Bengali brothers from us...
and i strongly believe amature behaviour of accusing some one and believing on a thing without confirming the source fo information is the reason of problems Pakistan is facing today.
(PS: Now please don't say thay, these rulers where just the puppet of Punjab and they were so dumb that they didn't know what to do and servants from Punjab use to derive them...)
