There was a battle of Uhud in which the Muslims not only had lost badly against the Pagans, but also suffered a dramatic decrease in the number of Muslim men. After that there were several battles in Mecca against the Pagan, Christians and Jews. Muslim did win some of those battles but the continuous battles did have an effect on the Muslim community, especailly men. The Muslim women had to be taken care of. The Noble verse 4:3 was revealed to Prophet Muhammad :saw: in Medina where Allah Allmighty set a conditional clause for Orphans:

“If ye fear that ye shall not be able to deal justly with the orphans…(4:3).”
The purpose of having multiple wives is not for men’s personal ego, sexual pleasure or to show off rather than to solve major societal issues like prostitution and/or illegal sex. Having multiple wives is not encouraged in Islam or Qura’n.
Let’s just look at the whole verse:

***“If ye fear that ye shall not be able to deal justly with the orphans, marry women of your choice, Two or three or four; but if ye fear that ye shall not be able to deal justly (with them), then only one, or (a captive) that your right hands possess, that will be more suitable, to prevent you from doing injustice. 4:3” ***
Deal justly is the key word. Most people believe it is money but at the time this verse was revealed to Prophet Muhammad :saw:, he along with his friends or fellow Muslims were not so rich, also they were travelling, spreading Islam, trading and fighting battles too. So the point is if you believe that your life will be complete and you can take care of the new wife in a way that your present family won’t suffer in any way than I believe it is allowed.
