I have seen too many variations in families to accept this generalisation, not even majority in my view follow this observation, you will get some more cuter than others, but I'm not entirely sure they are always the youngest.

1) Look at diet - fatty foods make cheeks chubby some people think chubb is cute some think it is not on some people it looks cute on others not.

2) Look at the style and get up, difference from other siblings and children of siblings, the fashion trends of individulas affects the perceived 'cuteness'.

3) Look at attention from others, it could affect the way the people perceive themselves and that has a subliminal affect on the others too.

4) Hardest working elder siblings often have become withered and hardened with age and effort. The cute ones are often the ones that have never done some hard work. Hard work tends to harden the look of people. But you see some younger siblings can be the more harder working.
