Again in the West theres the widely held belief that firearms won them all thier wars but in reality firearms were second best to bows right up till the 19th century. Meanwhile Muslims possesed firearms before that time but thought them useless for mobile combat.

Muslim engineers had created thousands of different mechanical aids to distribute water over the land… these irrigation systems were destroyed in colonial wars and they were never repaired leading to desertification. Since many people were massacred there was no way anyone could have repaired such complex machines and so widespread fammine caused more problems.

So can we claim that hurdle in scientific contribution resulted due to outside invaders like Mongols than the internal factors?
