Why is there no democracy in Isloo & NA?

A shame really, the much vaunted devolution plan has not been applied to Islamabad to this day..basically according to the present government the people of Islamabad aren’t worth democracy.

The Northern areas are another tragedy, the people of the Northern Areas fought to join Pakistan, and have served Pakistan with distinction, yet to this day despite rulings by the Supreme Court the locals are powerless..they have an elected council with virtually no power and everything is run through the Federal Minister SAFRON.

Its cos of Punabi govt/army/rulers/elite. There you got you answer Zakk :clown: You can pretty much blame all woes in Pakistan to them.

Ya mon, Im gettin sick and tired of these bashers too! Its clear they are VERY biased, which is why they dedicate their lives to post this garbage. Har cheez par punjab ko blame dey, whether it makes sense or not!

^^ No need to get sick and tired. Who cares about this shor-o-ghogha ghul-ghuppara (loud barking), and dalla pun (tribal pimps) is hear to stay.

The time is to focus on the development of infrastructure (roads and ports) in Pakistan. We may lose few engineers or construction workers. In the long run tribals will disappear or be relegated to the reservations.

I don't believe Zakk is bashing Punjab or Punjabi's, just raising legitimate issues. :)

Federal Capital Territories the world over have a different setup constitutionally to constituent provinces/territories as such, and Islamabad Capital Territory (ICT) is not unique in that. For example Washington, D.C. does not have elected Representatives or Senators in the US Congress (merely a "non-voting" delegate), and the US Federal government can overturn (and does) any decisions made by the City government of Washington, if it wants. Hence DC is deprived of the democracy that the 50 states enjoy.

I believe there is a Local Government Ordinance formulated by the Musharraf-Aziz government, which sets out the expansion of the local government system to Islamabad. Considering that the territory's population has now well exceeded 1 million people, and there are plans to extend it's territorial limit (see my other thread), and set up a separate High Court, I believe the government will naturally implement that ordinance.

The Northern Area's are a different story all together. All governments since 1947, be they civilian or fauji have deliberately left the governance of the territory in limbo because of the Kashmir issue. Though this government is extending the Local Government system introduced in Pakistan in gradual steps.
