It's all about the money. Arms purchases means US arms companies get money. With the money they pay their workers and keep them in jobs. People with jobs are happier with the government, and more likely to reelct the ruling party.
If countries around the world stopped buying US arms, there would be a lot of unhappy voters in the USA.

US makes deals to keep its allies happy. If the Allies ask for Xbox, US will oblige, and if allies ask for Bandooks (rifles) and Toaps (guns), then the US has to oblige.
US would rather sell Xboxes. It will be easy to convince Congress that there are whole lot of Microsoft fans in the allied nations and they all want Xbox.
However the allies tell US, that buddy, we serve your interests. Now you better send us the toys that we want.
Selling arms to Pakistan will not make big dent in US defense industry. The total purchase of $5 billion is nothing but a small grain of rice in $trillion dollar in-home US defense spending.
So let's keep the conspiracy theories aside and realize Pak's power (of whatever level) on the negotiation table.

Its not US which is arming, its the stupid governament in both countries having screwed policies, that are buying these arms. Wasting their hard resources to make US rich.

First part of your post is correct. It is Pakistan and Bharat who beg and plead for US arms.
The second part of your post however is incorrect.
US hardly sells more that few billion dollars worth of weapons to Bharat and Pakistan.
$2billion won't make USA rich, so quit believing in conspiracy theories.
