Nursultan Nazarbayev of Kazakhstan, Almazbek Atambayev of Kyrgyzstan, Emomalii Rahmon of Tajikistan and Islam Karimov of Uzbekistan are all free of American or British control.
Admittedly, all 4 are under Russian control instead. However, I win your challenge for naming 4 leaders not under American or British control. What’s the prize?

Besides, the Muslim world is not completely silent. They have already ejected Assad’s government from the Arab League and declared that Assad is not the legitimate ruler of Syria. Egypt is constantly trying to arrange for a pan-Muslim solution, but all efforts fail because the Assad and the rebels refuse to compromise on the issue of whether or not Assad remains ruler of Syria. Assad’s position is that he will negotiate for any peace which involved him remaining ruler and retaining his power, but obviously since him being ruler and having power is what started the rebellion, the rebels are not willing to accept it.
Saudi Arabia and Qatar and Turkey’s government are providing weapons and money to the FSA rebels. Many people are evidently also providing very high levels of funding to the more extremist elements amongst the rebels than the FSA are getting because the Al-Nusra Front is significantly better equipped and armed than the FSA now.
Syria’s ballistic missile capability is preventing other Muslim countries from intervening more actively. Syria has hinted very strongly that it would use chemical weapons against any external country that invades it, and nobody wants to see chemical missiles launched at Istanbul, Ankara, Amman, Jeddah, or Riyadh.
