the she'r [couplet] is from urdu's graet shaa'ir Altaf Husain "Hali" Hali being his pen-name.
what he is saying is that human natures is such that it never gets satisfaction and always looks for better and better and better even though he may have already come across with the best which he may have passed on thinking that it wasn't good enuf and as a result he ends up losing a great deal. in Holy Qur'aan, Allah says "verily, man is in a loss" [innallaha la fi Khusr]. in the second line the poet is wundering as to where the man's so called "nazar-e-intiKhaab" [choice] will fixate...its as illusive as it was in the eginning and will always remain so coz a man is a loser!**
In other words, people are greedy.
