How I see it:

If anyone noticed, these are some old cheap markets except the salt mines. If you want to pay money, go to those modern expensive markets & eat from expensive resturaunts. Offcourse street vendors are there to earn little earning for the day, not to suck currency out of you.

Another fact is that they may have found it funny someone asking for only on piece of food or anything else. Usually, people buy for all the family members at home, not just for 1-2 persons. Or for the guests. So anyone asking for a piece of food is amusing to them & they give it for free. It happened to me a few times when I bought 1 or 2 pieces of something. I could clearly see the vendors smiling in amusement & refuse to take money. Its nice of them but I don't think it's nice to accept. It doesnt matter 1 piece or more. They are there to earn so aware people must try to give them, not take from them.

Besides, I also think majority Pakistanis are descendents of royalty (Mughals) so they cannot help but exhibit their royal mughal tendencies despite their current miserable financial status.

Try eating at expensive resturaunts of posh areas. That will change your percephion. They serve trash & charge exorbitant amounts for it. Some places charged us 19% tax (other than service or other charges) when we did not know that government tax is 16%. I think they do it only when they have figured out you don't live in Pakistan.
