It has not balkanised because, there isn't any superpower supporting teh rebels and minorities are too few in number compared to majority hindu.
The hypothesis of possible balkanisation of India is primarily based on the separate identities of language and regional cultures. Accepting that Hindus are in majority, the cultural differences among different states were/are supposed to be the faultlines in India and not religions, which are generally evenly spread across the country. By that measure, Hindi speaking and not Hindus are the majority. But the others are not insignificant minorities.
India has far too many different religions, regions, cultures and ideas. It also has (more than) its share of adversaries and opposing ideas. But let's face it, the abstract idea of India seems to be resilliant enough to withstand and move forward.
If it werent for India, and the one anchor holding us back (Kashmir), Pakistan could finally focus on being what it was meant to be. A country where MUSLIMS as a cultural group have the political and economic freedom to pursue their own destiny.

But bottom line. India thrust itself on PAKISTAN. Pakistan never intended to be enemies with India, it was the INDIANS who had created the atmosphere in which hostility was born.
Kashmir is the back bone of all the problems between the countries. Its forced Paksitani to be on the defensive, all at the expense of other important factors.
India on the other hand, was born as PAkistans counter point. India is meant to be everything PAKISTAN is not. If India loses that one hinge in its existance, then it loses its reason for being.
Thats why you people are constantly demonizing Pakistan and attacking the Indian Muslims... Its point of convergence for an otherwise fractured society.

Ask yourself this. Why are so many people in Indian of the view that if Kashmir were to be allowed to seperate on the basis of relgion, that it would be the undoing of India?!?!
Jaswant Singh was the latest person to espouse this view. He knows that Indias Kashmir policiy is a contradiction. But for the survival of his country, he says they have to live with this inherent contradiction...
