He did not mean anything. It was reaction to the crowd for “Bengladesh na manzoor”. Same Bhutto approved the status of Bengladesh as another country in very next jalsa. So these words have no meaning.
After becoming pm of Pakistan, in his first jalsa at nishtar park karachi, he said “yeh bc sarkari afsar” and in next moment he said “bhai sensor these words jazbaat main sachi baat nikalhi jaati hay”
