He did not mean anything. It was reaction to the crowd for "Bengladesh na manzoor". Same Bhutto approved the status of Bengladesh as another country in very next jalsa. So these words have no meaning.
After becoming pm of Pakistan, in his first jalsa at nishtar park karachi, he said "yeh bc sarkari afsar" and in next moment he said "bhai sensor these words jazbaat main sachi baat nikalhi jaati hay":)

he would never have become the PM of Pakistan had BD remained part of Pakistan. Bhutto was as cunning as a fox, he dodged the military regime only get to the top slot and put the entire blame of dismemberment of East Pakistan solely on military. Not to say that the military rulers were innocent. Yes, he was very genius but an evil genius.

bhutto was one of the greatest orators that the region has seen.....he had the ability to bring the crowd to emotional climax and then, within the next few seconds reduce them to tears and mercy. this art has yet to be replicated within the realm of Pakistani politics.
having said that....you have to recognize that insulting comments like "sooar kay bachay" and "yeh bc sarkari afsar" were not slips of the tongue....they were intentional placements.....the type a defense lawyer uses just before he/she says, "Withdrawn"........ by then the damage is done.
