Because neither of the party leaders (Zardari or Sharif) are members of the Parliament and, therefore, are not eligible to be the Prime Minister at this time.
Even if temporarily, they'll have to appoint a newly elected member of the National Assembly (Amin Faheem, Shah Mahmood Q, Ahmad Mukhtar etc), as Prime Minister.

He is not member of parliament and he has many times categorically denied that he is candidate for PM. Do you want him to write this on bond paper?:D
