Skin requires greater moisturizing in the winter....meaning it tends to be drier. This could mean that less of one's natural oils are circulating...therefore a greater discomfort when you scrape your skin. Guessing.

LP its snowing over here, I can barely get out and breathe, snow in winter!
Its even snowing from my bulbs
