Why does IMF come to Pakistan only during civilian Government?

There must be some reason behind it. The moment Zia-ul-Haq died, IMF announced they are sending a delegation to Pakistan to take care of their financial troubles. They stayed till 1999 until Musharraf’s takeover.

Then they were never heard of until 2008 when PPP took over.

I see a conspiracy behind this pattern :hmmm:

IMF seems to be a tool used for controlling democratic governments in Pakistan.
