this is a part of thermoregulation. the capillaries in the skin/finger tips get constricted to keep the core body temperature regulated and prevent more heat loss via circulation. some people may even get blue hands when cold-the mechanism is the same and is a part of normal body response. the opposite is when we are out in hot weather. the blood circulation is directed more towards the periphery including hands and feet where capillaries are dilated and make skin appear flush/pink/red in order to loose heat from the skin and bring the core body temperature down.

i feel cold after breaking fast .. but that is understandable. Because some of body thermal energy is used in food digestion ..
in fact, during fast, i feel that my body has higher temp than normal

I've heard from doctors that dehydration can cause one to feel cold. It's not surprising during Ramadan.
