well the "rules" for c-section have loopholes big enough to sail the queen mary thru them! "Stalled Labor" is one, "distress" is another. Labor can be considered "stalled" at any time. Baby's heart rate takes dips even in normal conditions. So that leaves the docs with a very wide field of discretion, too wide in my opinion. Ladies can push for c-section and it will in most cases be granted, rich or not. Most docs leave it up to the Mom.
