That might be the opinion of an atheist but world certainly does not function this way. Revealing cloths do incite crimes whether you admit it or not. Talking about the animals, humans are real and bigger monsters than all other animals in such matters. And even it's not about crimes, it's about the respect that a woman gets with full clothes. Having said that, men should not move their gaze down at the sensitive parts of women as well, even if they are not fully dressed. Both genders should play their role to make this place a better place.

You walk into a jewellery shop, and you see the most exotic, most beautiful Rolex watch in front of you. You know you want it, and why not? but you don't have any ownership of it, you have not paid for it, you don't own it, you have no right over it. It is still in front of you, its not hidden away from you, it is enticing you, its inviting you, you can't pay for it, may be you can just try your luck, just grab it and do a runner, will you? No you wont.
You see a beautiful woman, she looks gorgeous, she is scantily clad, she is enticing you, inviting you, at least that is what you feel, but you don't have any right over it, what you going to do? OP was talking about mere shirts with "eye catching" designs on the bosom (and OP mentioned shawl/dupatta so we can reasonably assume that the shalwar kameez is part of this discourse). OP didn't mention the chest being exposed, just having some type of design on the chest area which is "incitement of males" lmao. There is no mention of biknis, or tight clothing, or whatever. Just that. I know people in this thread have called OP out for being ludicrous, but that is the slippery slope we're dealing with. What is enough? If clothing was the only difference, then why do women in Muslim-majority that have essentially kept women in check still get harassed? Shouldn't the unsexy burqas be enough to ward off males?
Then these clothes are purchased by women by paying money.
The women can clearly see before they buy them that they have eye attracting patterns on the breast area yet they still buy them and cut and sew them and wear them.
They also make repeated attempts to cover their breasts with shawls etc which keep slipping and which they could fasten in place with safety pins but never do.

Before commenting on such dresses, I would firmly state that even if a woman is dressed inappropriately, it doesn’t give anyone the right to behave inappropriately toward her or pass judgements about her or stare at her. People who stare or approach a woman to call her names or curse her because of that are absolutely wrong.
Having said that, I agree with you that some dresses are meant to draw certain kind of attention. Such dresses are sold and purchased in the name of fashion. Sure, some men will cause harm regardless of what a woman is wearing. But there are many who sit on the fence and women do not realize as to how many fence sitters are there and to what extent they can go to cause harm when incited like that.
I am suggesting passing a law to ban production,distribution,sale and wearing of all such clothes.
All clothes would come in standard earthen colours and any eye catching bosom patterns would be banned.
