What drones have done is that they have made them vulnerable like never before. TTP has perhaps started to realize that the top tier of their leadership cannot breathe risk-free. It might be one reason that Hakimullah showed willingness to sit on the negotiating table.
What Pakistan can give them:
- Surety against drones (almost impossible as of now)
- Financial package for Fata (on regular basis)
- compensation for drone victims
- infrastructure and hospitals
- withdrawal of army
- withdrawal of support to the US in Afghan war
- release of arrested TTP members
What Pakistan can ask for:
- End to attacks
- Surety against foreigners using Fata as their base
- Protection for schools and other infrastructure
- Administration of the entire Fata region through a powerful council of Tribal elders representing every agency
- Declaration from TTP about its subsidiaries and surety about adherence to a code of conduct mutually agreed upon.
- Declaration from TTP to stand by the State of Pakistan or neutral in case if the state acts against splinter terror groups
- Support for polio drive
I think except surety against drones, this could be a good starting agenda for the talks. Pakistan may offer to provide TTP-nominated elders official platform to air their voices against drones along with the state. They should be offered to be made a part of a delegation for a worldwide campaign, starting from discussion with the permanent members of the UN Security Council, to get the drones grounded. Pakistan can also promise them half to NATO traffic at the end of an international campaign against drones.
Taliban may ask for imposition of Shariah as they see it. But with the involvement of Ulmea, this matter could be shelved for the second phase while a team of their scholars and state’s scholars embark upon finding common ways to move ahead on implementing sharia in letter and spirit.
For trust building and breaking a new ground, I think these points could provide a starting block for the talks and peace.
