However you missed the important aspect. French people built St. Malo to be the head quarter of French East India Company. St. Malo also produced the guy who discovered Canada (google it and you will find the name).
While St. Malo was used to increase the wealth for the region, in Balochistan the anarchists are destroying or stopping the development of Gawadar.
So the difference is in the attitude. One nation builds its ports while other puts mines in its ports.
