I think the responses of those who are not in favour of paying the 'amil is nested neatly within the Note that you have given below your question.

It’s about confidence in them being honest 'amils … An 'amil is generally a pious person and piety is reflected in their desire to help over their desire to make a profit. Doctors on the other hand are recognised to have chosen their career path for the pay check as well as for the service to society. Doctors have a certificate, a degree and their art is more or less objective and there are medical tribunals in place for any malpractice.

'Amils are not controlled under a quality circle or guild and the confidence is just not there - there are far too many frauds and the art is too mysterious for people to realise they are being hoodwinked or not, so it is natural to expect a lot more caution - yes, to pay an 'amil is valid for his service … But the condition for payment should really only be if the service he provided works … not paid for his time.

i guess when you say “if the service provided works”, you want to weed out the fake amils… since the service consisting of Quran ayats and dhikr works 100%, may not be apparent in this dunya.. so here again I think condition should be for his time. Allah knows best.
