I regularly watch Geo news and i have seen condemnations from ALL the main leaders of every party you have mentioned above. If you are ONLY talking about "STATEMENTS" then even JI's chief Munawar "GO Amrika GO" Hasan has issued statements condemning these attacks on innocent people.
A better question should be "Is someone really doing more than just issuing statements"???? Unfortunately ALL the parties have failed to do more than just "issuing statements". Even though it's government's responsibility to provide security, other party leaders could have done much more than just issuing statements. We can criticise the government but we must not forget that any government in the world (not just Pakistan) would have struggled to ensure security in every part of the country from these barbarians. It's very unfair to say that all PPP ministers are sitting home doing NOTHING, there has been a lot of work done and people in Pakistan will tell you how much security has been improved in the last few months.
In the end, you are right about PML(N), IK, JI etc but they are as much to blame as PPP leaders. Zardari in particular has rarely issued any statement and spends 75% of the time overseas. Opposition parties can't do much more than "issuing statements" whereas the party in power CAN so it's government's responsibility to do a lot more than what they have done so far.

And clearly the "in-action" or lack of action in Pakistan starts from the very bottom.
This is not to "blame" anyone.
I think as ordinary Paks we are utterly confused. We have deeply ingrained idea that our religion is perfect in providing safety and security, and our religion guarantees a just society.
Terrorists are using the same views to attack and kill us. And we are overwhelmed because our defenses are down when it comes to religion.
This is like the AIDS epidemic. The AIDS virus can successfully "distract" the patient's defense systems or simply takeover the defense.
Once that happens, then any mild pathogen can come and destroy the body.
Similarly religion or nationalism are the two drivers that countries use as a defense.
Since 1947, we have had many ethnicities unwilling to become "Pakistanis", we truly lack "Pakistani nationalism".
Thus our intellectuals made a mistake of using religion as the national-glue, instead of working on a credible sense of nationalism.
Because it was easy to use religion, it was already there.
However the downside of that religiosity is that when terrorist-virus took over the religion, we lost the battle at least until now.
It is so unfortunate to see that there are still many infected Pak-patients who want to continue the same religious behavior that infected them in the first place.
Pretty much the same as the AIDS patients in Africa want to have sex with virgins in order to "cure" their disease, we in Pak are turning young virgin boys into suicide bombers and the nation is helpless.
Just like Africans believe that AIDS is an American conspiracy against black race (and the not the sexual behavior of the Africans themselves),
Pakistanis believe that terrorism-AIDS is an American conspiracy against us, and not the religious behavior of Paks themselves.
