Both are at wrong however i believe the one who is not “asking” is to be blamed all the more though it doesnt make the other one’s wrong any less!

It will be hard to expect from the powerful ones to pay attention to those who aint good enough to stand out of the crowd and be heard and noticed.

but a sleeping nation is the bigger wrong IMO. It's like this...there are two houses ..one family is very keen on locking all doors and keeps a guard to safeguard their place while the other doesnt seem to care..thinks if something bad's going to happen it would happen anyway !
Naturally the bad guys or thieves would go for the softer target.

On a serious note, both are wrong but you cannot expect powerful people to pay attention. Its the lesser being who is supposed to raise voice.
