Feroze Khan Noon…I think he was there in the Govt for hardly a few weeks :hehe:

on a serious note, I can’t think of anyone..am inclined towards Ayub Khan..there was quite a lot of development during his era. The ones following all made part of a political khichdi gone real bad

As much as I can want to lean towards Ayub, I would go with ZAB - just because Ayub was a dictator and Bhutto was an elected PM/President.

for Bhutto... i think the mega blunder he made was nationalization of industry and financial institutions. That took Pakistan at least a decade back. He was, otherwise, a much competent and intelligent leader (not ruler :P ).

I think that biggest blunder Bhutto made was to make Zia-ul-Haq, the army chief :D
