Leadership of "Islam" is not in the hands of Iraq, even right now.
In post-Saddam, it might break 3 ways.. with a core, staying put as Iraq, some shiite provinces getting independance with Iran's backing and Kurds claiming their own independance, creating another nightmare for Turkey.
first of all i think US won't be able to oust saddam. He is not an easy man to catch and kill.
Supposing Saddam is removed and the US is able to keep 'warlords' tame, I say the water companies will prevail. Everyone in that region is used to oil barons.. they have a hollow sort of power. But the water companies, with all their plans to divert Iraq's water across the region, will probably play a larger role than is expected.

There are plans to bring Iraqi water to other parts of the Mid East. This is one of the big problems in the region. Remember it had a role in the Iran-Iraq war? But anyway, some people want to divert water to Saudi Arabia, Jordan, etc. I'm talking about major construction projects involving multiple states.
