It normally is the wife HOWEVER, an understanding husband should not have high expectations that the wife is there ONLY to cook and clean. If he is a loving husband and the wife is not having a good day, he should not feel bad about helping his wife out here and there.
Just because a wife is at home, it does not mean that she has nothing to do, especially if there are little ones to take care of.
Roles and responsibilities should never be written in stone for each person. Instead, the couple should work as a team together to get things done, even if this means doing someone elses 'chores' sometimes.
