The strategy for Kargil was itself a big failure. It was never the right time to do it. These unoccupied areas could best be exploited during a real war.
Infact Pakistani strategist never thought of three aspects
a. They never expected the retaliation from other wold powers.
b. They had grossly underestimated Indian strength
c. The operation was launched in hurry and the logistic back was never planned thoroughly.
So the operation was bound to be failure even before it was launched.
Well, in case of war these heights would never be found vacant, that is the point, there was a tacit approval between Pakistan & India (by tacit i mean that no formal or informal, jsut an understanding by practice) to vacate these heights in winters, we did so and they did so, one year we did not do so went on ahead.
My pride says Pakistan won... But ultimately it was futile and wasteful. If they had won Kargil, Indians would have opened a separate front and then you would have a whole other mess to contend with. Just not worth it. Wars dont generally fix any problem unless you totally and utterly ravage your opponent. Obviously Pakistan is in no place to do that.
