Nobody.
That is very painful for some governments and some people . From time to time they try to own it but to their horror they find it out the hard way that they cannot own it. It is like trying to own air or clouds.
Right now some governments can control and censor internet but pretty soon when it will be possible to beam internet using satellites at a very cheap rate then it will be impossible to censor or control it.

I guess u could say that ownership is shared, anyone who has an internet server owns a part of it, and anyone who owns the communications wires owns a part of it. But then anyone who has uploaded have rights over their work too.
