I think Zia was also a victim of their’s. In order to get rid of him, the got rid of their own people too so no one could raise a finger on them

The other way to view it is that in that incident, the leader of a country that was critical to humiliating the Soviet Union died, along with the representative of the country that provided the most important weapons for defeating the Soviet Union.
