I dont see any comparison b/w Murali or Warne, One is a natural spiiner and the other one is a natural cheater :p, you like it or not but Murali is a cheater, Though ICC has cleard his case, but surely many of his delieveries during his spell could be easily rated out Throwing at the stumps.

Apart from these two spinners, AbdulQadir was the King above all..

Regarding JimLaker, he only has a best bowling figures record ,what else he has, Even Kumble has 10Wicket record, would you rate him among the best of the best ;)..

Though I am not saying his stats justify him the best because I have never seen him bowl, but he should be one of a heck bowler to have an average of 21.
