The scale to measure the intelligence of someone is very complex . It is not as easy as judging someone’s intelligence in one single situation and declare that person intelligent. A person might be extremely intelligent in one situation but can be dumbfounded in another.So talking or keeping quite cannot be a measure of someone’s intelligence.
