if an individual is doing that and nobody else in the organization is doing then it’s NOT whistle-blowing…it’s snitching! if this kinda practice is common and there is a cover-up at the higher levels then it will be called whistle-blowing! agree?

Thank you for your help this is what I wanted to say, but my post did not come out right . There is no coverup here.
Even if someone goes and tell HR , they will just listen and ignore and no action will be taken because of the reason I gave in my post.
