Very simple question..you can go back as far back in time as you want, or keep it in current time, talk about people who are no longer alive or those who are still around.
One big thing that i want to know, who and why. I mean it sure seems like we dont like any leader that the other country produces..
I'm not Indian but from an American's perspective I'd say your two best leaders were the first 2 (Muhammad Ali Jinnah and Liaquat Ali Khan) because they warned against turning the state into a theocracy and tried to establish a democratic and constitutional secular state.
Your worst leader was Zia-ul Haq because of his Islamisation of the country, the imposition of Shari’a and the oppression and punishment of social and political dissidents.
I like all Indian leaders because they did not come into power thru backdoor. I particularly like Indira Gandhi (except for her time when she held emergency powers during the Sikh uprising). I also like her because she kicked butt in East Pakistan.
In my opinion, through democratically elected leaders, who represent the desires of their respective people (they are the only one legally in a position to negotiate some sort of settlement).

Nehru must certainly be recognized as the greatest leader for his long tenure and development of the political and economic infrastructures that have guided India since its independence.
I don't really know enough about any particular Indian PM to say they were the worst. The current one seems to have a shot at that title because of his allegiance to Hindu fundamentalists, what appears to be an increase in Hindu/Muslim violence, and the level of tension between Pak and India over K & J.
I was having this discussion with some friends and they thought that the best chance for pak-india peace was during benazir and Rajiv's days.
Others felt that it wad during nawaz's tenure..
Best Pakistani: Benazir/Nawaz: For all their improprieties they came to power through popular will. If given a chance the Pakistani people can vote them out and bring charges through constituional means. But they were never given achance.
India: Leadership is irrelevant becuase in a parliamentary democracy with coalition gov'ts policy is sledomn changed. I personally feel that with all the nostalgic and sentimental value assigned to the Nehru/Gandhi regimes, they were an utter failure for India for the following reasons:
Our only brush with autocracy was in 1977 under Indira. (not for the Sikh rioting). She imposed emergency and when she tried to run again, the people booted her out. THE ARMY NEVER CAME OUT OF THE BARRACKS.
Nehru: was a disaster for India. His illconcieved 5yr plans were essentially disasterous for the economy and set back India 20 yrs. The Gandhian swadeshi mantra and Nehru's feudal/scoialistic tendencies ended up giving gov't greater control over economics and states rights.
Best Indian leaders: India has been in great hands since 1991. Rao to Gowda to Vajpayee have been on a steady course to finally empower the Indian people with opportunities they haven't had as citizens for the previous 44 years since independence.
The best is yet to come as power is being decentralized along with economic and fiscal policies. Future is bright.
Best Indian leader: Gandhi. But If I have choose from the people who ruled India then It would be a tough choice between
Nehru(For bringing Industrial revolution Indida).
Indira( for Kicking Some paki Ass in bangladehs).
Rajiv ( for having a great vision for India's future and bing Pioneer of IT revolution In india).
Worst Indian leader: Vjapyee..For his Dogla Policy.
Best pakistani leader: Z A Bhutto.For making his country able to see eye to eye with a big enemy, that too he di dit after such a humiliation in 1971.
Worst Leader: Zia . For bringing-in the Mess pakistan is in today.
