Where's the Brave Pakistani Army

While a bunch of robbers and thugs from the Bugti tribe hold entire nation hostage; first by blowing up gas supply lines and now this cowardly massacre of innocent civilians. Why did government choose to negotiate with these thugs; instead of clamping down with all its fury..this is absolutely sickening.

JACOBABAD/SUKKUR, March 31: At least 14 people, including a woman and a child, were killed and 18 others were injured when a band of 25 armed men roared into Kashmor town on Monday morning in three vehicles and unleashed a barrage of rockets and indiscriminate Kalashnikov fire in a market area.

The killers took eight people as hostages before leaving the town after their 30-minute rampage which began shortly after 8am.

The identity of the killers had not been established by Monday night. Some reports described the attackers as Bugti tribesmen, and there was a feeling that the gruesome incident may not be unlinked to the old tribal feud between the Bugtis and the Mazaris, which has been going for over a decade and has taken a particularly violent turn in the past couple of months.

The attack was sudden and it has left the people of Kashmor, a town of about 75,000 on a fork connecting the three provinces of Sindh, Balochistan and Punjab, in a state of shock and anger. Protesters blocked the Indus Highway and some have pitched tents there, saying they will remain encamped there till they are assured of adequate police protection.

There appeared to be no effort on the part of the local police to intervene during the firing. The police arrived after the attackers had fled towards Balochistan through the Manger railway crossing.

One of those killed in the attack was Sohrab Khan Mazari, said to be related to one of the elders of the Mazari tribe, who had shifted from the Mazari village in Punjab to Kashmor and lived in a bungalow on the main road. He was said to be the main target of the attackers. He was sitting in a shop when the attackers came and he tried to flee towards his house, but was gunned down as he reached his gate.

The attackers were said to believe that a number of Mazaris were staying with him. Later, they drove to the bus stop and the Muslim Bazaar and opened indiscriminate fire on the people.

One version was that the blood-letting was meant as a warning by outlaws operating in Balochistan-Sindh border areas to the Sindh police, which has recently been declaring its intention to launch an anti-dacoit operation.

It was a normal day and people were busy in their daily chores when all hell broke lose. The gangsters sprayed bullets and hurled rockets in all directions, targeting shops and buildings, from their vehicles. Panic and fear gripped the people as they ran to take cover.

The city later wore a deserted look as shopkeepers pulled down their shutters and people closed doors and windows of their houses. It was only after the attackers fled that the police appeared on the scene.

Volunteers picked up bodies from the road and sent them in wagons to the hospital. Those injured were removed to the Kashmor Hospital which was not geared up for handling a situation of this kind. Doctors were not present nor medicines which led to the death of some of the injured due to bleeding. Hospital sources said the injured were shifted to Rahimyar Khan Hospital because there was no blood and other equipment.

Later, residents came out on the roads, closed down business and blocked the Indus Highway. They raised slogans against the Sindh government and the police for lack of security.

Strong police force from Jacobabad headed by the DIG, Sukkur Range, and the DPO, Jacobabad, reached there, to be greeted by angry slogans.

Enraged citizens burnt tyres and hurled stones on police.

Burial of the bodies was awaited and a meeting of the citizens will take decision about combined burial.

The dead included Haji Tegho Mazari, Saleh Mohammad Soomro, Jaivanti Bagri, Hussain Bukhsh Tanwri, Hairdin Jakhrani, Shaukat Ali Dasti, Noor Mohammad Mazari, Irfan Shaikh, Shahban Shaikh, Abdul Hamid Jakhrani, Haji Mawali Malik and a child, Channai Bagri.

Those injured are police head constable Mohammad Safar Abro, Khadim Hussain Golo, Haji Meherdin Mazari, Riaz Ahmed Sanjrani, Abdullah Golo, Srichand Oad, Dastagir Pathan, Rashid Ali Pathan, Saleem Tanwri, Shah Ali Kalwar, Longe Mazari, Mohammad Aslam Malik, Mohammad Hassan Chachar, Sirajuddin Sohriyani, Niaz Ahmed, Qadir Bukhsh Mirani, Sohrab Bheel, Akhtiyar Kalwar.

The persons taken as hostage are Ramchand, Mukhi Gulab Rai, Chantu Mai, Fida Hussain Channa, Mohammad Ramzan Kalwar, Imran Kalwar, Talib Hussain Soomro and Aijaz Ahmed Malik.

Most of those kidnapped are residents of the Muslim Bazaar.

Our Correspondent Nadeem Saeed from Multan adds: The attackers had stopped near the house of a Mazari tribal elder, Ghulam Hussain, in the vicinity of the Kashmor general bus stand and reportedly challenged the inmates to come out while chanting slogans about the ‘superiority’ of the Bugti tribe. Ghulam Hussain’s cousin Sohrab Khan Mazari, was outside the house. When no one came out of the house, the assailants fired at and killed Sohrab.

Later on, the attackers went on a killing spree with indiscriminate use of LMGs and rocket propelled grenades. A commuter van and a jeep were also reported to have been hit by the RPGs.

Talking to Dawn, Kashmor taluka Nazim Haji Rauf Khoso termed the incident a blatant terrorist act by Bugti tribesmen and accused the law enforcement agencies of showing cowardliness. He said the attackers entered the town after crossing RD-109 bridge over the Pat Feeder canal where two platoons of rangers were deputed while they returned through a gate where a heavy contingent of the Sindh police was “guarding” the inter-provincial border. The Nazim said his town was presenting a deserted look. He said the assailants even attacked the police station and head constable Safar Abro was injured.

Negotiating? Are you for real? These animals and the 'police' responsible for law and order in that area need to be rounded up fast and dealt with summarily. There's nothing here to negotiate.

Yes, the government of Pakistan is following a cowardly line by negotiating its way out with Akbar bugti and awarding him huge sums as royalties for gas; while his tribesmen keep up with reign of terror. What's really happening, and why does the government seem too weak to act..?

I fail to understand as to why the people of Balochistan cannot make out right from wrong. I mean with all due sincerity that these people deserve their due share. Its high time the government put some money in that region and deal strictly with such goons.
We all know its a backward region, the people are suppressed and the province isnt that well off financially. I might be wrong here, my views might be biased ( please correct me) but I had classfellows as well as students in the univeristy from Balochistan. Now, these guys ( majority of them were boys) didn't hold a very good opinion overall towards the respective governments as well as the country. What I fail to comprehend is that why can't this treasure of our country realize that its their own people that are ripping them of all the benefits , that are a hinderance in their development, that these are the very people who want to keep them downtrodden and mere subjects.
Such incidents must never be tolerated. I think that we should be more concerned about liberating our own people from these waderas and bigwigs before even entertaining any such thoughts of helping or assisting any other country. THese are also our Muslim brethren if we view in that context....

Apart from PakPatriot1 I am :hehe: at all of you. You people should visit the area and then say something about it. In 70’s army tried a military invasion and then they had to say sorry and paid money to these tribal people.

I think the best way is to promote better economic conditions in the area which can be difficult too since some of these tribal chiefs are completely against any prosperity in the region. Their argument is that if there is a road in my area my people will go to the cities and will start to question me.

Khan Sahib, thats what I said. How could the government set off to develop this region. Only by taming and reining in these tribal cheifs. There is a need to do that together with pouring in the money and developing some infrastructure...

If you read your comments about "goons" then you will know that it's difficult if not impossible and I am still laughing at your innocent comment about Baluchi people. I used to think the same about 8 years ago until I spoke to a dozen Balochi people in person. They have got a totally different mind set. It's like the coalition forces expecting people of Basra to rise up while they are resisting against the coalition forces.

See, I never claim to be an authority on anything. What we know abt things, what we have experienced is what we share, right. Now, instead of laughing like that , you ought to elucidate as to what is the 'mindset' of the Baluchi people that you have talked with regarding such issues that plague their province. What is so brave about keeping a check on some Balochi tribsemen by an army? They tried that in 1974 and ended up killing many but the Balochis have yet to give up their spirit.

Khan_sahib said it right. The truth is that the govnt has done very little in Balochistan in terms of development. Teh actions of a far away govnt do not affect your average Balochi. They would not feel a difference if they were officially part of Iran or Pakistan. How can you ask Balochis to have any respect for Pakistani govnt when the govnt has never shown them any respect since 1947?

The last time I checked the government is actually being run by a Baluchi..... Gwadar project will bring thousands of jobs.... as well there are many other projects...i just read the education minister (another Baluchi) just say that 50% of the US aid for education will be spent in Baluchistan... but I think theres no way of making a person who's bent upon creating disharmony amongst the masses from squeiling

Khan who are you trying to kid? Being from Multan, and frequently visiting areas such as Dera Ghazi Khan, Kashmore and Rakhni; this is nothing but thuggery on behalf of the Baluchi Sardars. I can't say say that I am an expert, but I have reasonable knowledge about the mindset of these tribes and their allegiances. If you take down the sardar, the rest of the clan is nothing. There are also bitter rivalries between various factions; such as the Mazaris who happen to be from the Punjab side and Bugtis. Although, Bugtis now seeing their terror tactics work- such as the attacks on gas pipelines- now trying to exploit the situation and going one step further. It is also really mundane to point to the events that took place thirty years ago, since a lot has changed.
All the army needs to do is pound Dera Bugti for ten days, and take down Akbar Bugti and his clan will surrender. It will only need the will of political hierarchy which is somewhat biased towards the bugtis. But this nothing the army can't handle, if there're clear orders and the way the Bugtis have made mockery of law and order, it will have to be taken care of sooner than later.

President Musharraf takes note of Tribal feud

KARACHI, April 03 (Online): Taking serious note of the law and order, especially killing of 18 people in a tribal clash on Monday last in Kashmor, **President General Pervez Musharaff has strictly directed the Sindh government to take swift and stern measures to stop the bloodshed in the name of tribal feuds, sources said here on Wednesday. **

Some 18 people were killed and dozens injured when armed assailants, reportedly belonging to Bugti tribe resorted to heavy firing on their rival Mazaris at main wagon stand of Kashmor two days ago. The Chief of Mazari tribe Sardar Sohrab Khan Mazari was also killed in firing.

**General Musharaff during his ongoing visit to Karachi, directed the Sindh Chief Minister, Sardar Ali Mohammed Mehar and other high-ups to use all means to resolve the longstanding tribal feuds in the province, which have so far claimed hundreds of lives.

He also directed the provincial authorities to ensure the arrest of culprits irrespective of their political or tribal association, sources said.**

The President was informed that the assailants belonged to Balochistan and they fled to there after killing and taking some people as hostages.

**The President, sources said, directed the Sindh government to establish a permanent contact with Balochistan government for arrest of culprits and prevention of such gruesome incidents in future.

He also stressed the need for close cooperation between the police of the two provinces to take joint actions against culprits involved in tribal clashes.

The President was informed that a 20-year old feud between Jatoi and Mehar tribes had recently been resolved by the provincial government, and steps were underway to settle down remaining tribal feuds.

General Musharaff while appreciating the provincial government’s exercise, directed the authorities to accelerate the pace of their efforts in this regard. **

Following recent tribal clash between Bugti and Mazari tribes in Kashmor, killing 18 people, the Sindh government has decided to approach senior politicians and bigwigs of their respective tribes, Nawab Akbar Bugti and Sardar Bulkh Sher Mazari to help resolve this lingering feud, well-placed sources said here on Wednesday.

Some 18 people were killed and dozens injured when armed assailants reportedly belonging to Bugti tribe, resorted to indiscriminate firing on the Chief of Mazari tribe, Sohrab Khan Mazari and others, who were sitting at a shop at main wagon stand of Kashmor on Monday last. The areas of Sindh province, Jaccobabad, Kashmor, Kandhkot, and Obaro, which border with Balochistan are the epic center of clashes between Mazaris and Bugtis which have claimed hundreds of lives from both sides.

The majority of Mazaris reside in respective areas, while their rival Bugtis belong to Sui, and Dera Bugti areas, which fall in Balochistan. The two tribes often barge into the two provinces and attack each other, which results in killing of innocent people.

**A top official of the Sindh Home Department said that it was a difficult task for police to arrest the assailants because soon after the attack they trickle into the limits of Balochistan. **

He said the Sindh government was in contact with Balochistan government to delineate a joint strategy to stop the growing specter of tribal feuds.

The Sindh government has recently resolved a 20-year old feud between Mehar and Jatoi tribes through traditional Jirga system and a third party mediation.

It is considering resolving the dispute between Mazaris and Bugtis on the same pattern through third party mediation and help of Nawab Akbar Bugti and Bulkh Sher Mazari, sources said.

Bhadsha: It takes decades to reverse 5 years of neglect and discrimination. People need to realise that sacrfices need to made for the Baluchi's. The Baluchi's need to feel that their land is not being taken away from them. When you consider how much money is earned because of Baluchistan's natural resources and the low levels of representation of Baluchi tribes at almost every level. It's hard not to understand why they are so angry.

Despite my sympathies to their plight. There is NO excuse for murder, violence and blackmail as a way to gain concessions. Inter or Intra Tribes should be stopped from violence, using heavy weapons and keeping private prisons.

I was just being sarcastic....but in reality things are happening..but unfortunately there are some individuals who are not helped by these new projects...like Akbar Bugti etx...and whatever GOP does they will never be happy.....

It’s so pathetic to read such illiterate remarks. The army action was launched by the great ‘democrat’ ZAB with his hand picked COAS Tikka Khan to subdue the political leaders of Baluchistan. It was the so-called ‘Military Dictator’ Zia who called back the army. Read your history you Indian lovers!

Khan_sahib i dont belive that case.Army may be not intrested to do that cause of some political reasons ,Army had attemped many successfull militry actions in that area many times.Also levese and Federal Law enforcement egencies are much powerful to conduct the Millitry action there.

I have worked with both Bugtis and Mazaris in Dera Bugti, Kandhkot, Uch, Peerkoh and Loti. All are a useless lot and it is impossible to get any work out of them. I still remember the word "Biss", they used to utter before stopping work. Several years ago when I was going towards Pirkoh from Rahim yar Khan, I was stopped by about 25 armed Mazaris in a Suzuki Jeep and a toyota pickup. This happend about 45 minutes of driving from Kashmore. The first thing they said after stopping us was Bugtis have killed six of our people so we will kill six. I told them that we are clearly not bugtis and have nothing against them (I said that with the widest smile I could come up with). I was told to wipe the smile off my face and a klashnikov was pressed to my cheek. My assistant started crying (This was the first time he had been in this area) at this because when we were forced off the road I had told him to stay calm as all these people want is some money and then they will let us go. As the stakes turned out to be a bit higher, the asstt was very worried for being killed for a crime the bugtis had committed. They drove us 5 minutes into the desert like territory and kept us behind a sand dune. After keeping us hostage for six hours they let us go about 10 minutes before maghrib. They did not take anything from us and even gave us some Iftari (it was ramzan). Later I was told that the only reason they held us for so long was because this was an ambush to kill bugtis. Bugtis do not travel after dark, so they kept us off road till maghrib and when there was no further chance of any bugti coming they let us go. They did not wanted us to go to dera and inform the bugtis that we had encountered Mazaris.

A year after this incident an RPG was fired at the truck right in front me in the convoy we were travelling in with Bhanbor rifles. No one was injured in this attack.

One other time some bugtis shot at the twin otter we were flying in out of Pirkoh, right after take off. Then there was this other time when I was travelling from Kashmore to Rajanpur when I was shot at in the dark.

It is lawless country, even though Bhanbor rifles are camped right next to Nawab bugtis Haveli. I have been told that the Nawab has his own jail and his own courts. He is the law and the Army does not have any control. At one time he was charging OGDC 6 lakh rupees per month for using the water of the only stream in the area. In addition to this he was using 20 of OGDCs 4x4-pickups and all his and his extended family's (including 100s of workers) ration was provided by OGDC. Additionally he gets royalty from the gas wells in the area. Then thousands of bugtis are on OGDC payroll and the only thing they are good at is stealing petrol/diesel from OGDC vehicles.

I have so many stories from this area. This post has reminded me of all.

So in essence, you're asking the army to turn its guns on its own 'citizens.' Pakistan tried doing that in the Dhaka and results are for everyone to see and swallow. Army has no place in dealing with this matter. Its a civilian issue and civilians authorities should be the ones handling it. Now, I understand that our civilian institutions are incapable of handling such a problem and like you said, its nothing more than a bunch of thugs. But truth of the matter is that they just that. Thugs! Army is not trained for dealing with thugs eventhough they themselves are some of the biggest thugs in Pakistan!

We should be concentrating on strenghting the civilian authorities. With world the way it is, and given Pakistan internal and external weaknesses, last thing anyone needs is a panga of this sort. Sit down, work on the institutions and then come back and shoot the *******s. But no army!!!
