So, why is there 15 to 20 hrs load-shedding?

Because there is a major oil component in power production, whenever oil prices go up, government is unable to pay for the difference and has to reduce power production. And not all the money received from people on account of electricity bills is passed on to power companies, it is sometimes diverted to other "important" projects.

If you pay your bills properly and regularly...you have power...bills not paid...no power...simple is that... :D
