Iraq is being good. Their strategy is to increase the pressure already on America. Everyone already sees this war as illegitimate, if Iraq can keep that image going and strengthen it they may be able to force international opposition to America to become so vocal that it cant be ignored and America has to pull out. If they use bio/chem weapons they would immediately destroy that image. If it becomes hopeless they mayuse them.. just when everyone is massing on the outskirts of Baghdad...
